Every state I've lived in required the buyer to do any necessary title, licensing and registration work. The seller's only obligation is to provide a clean (unencumbered by liens) title. Texas, where I live, provides easy, on line, temporary transit tag. I have purchased police cars in far away states, like Michigan and Maryland. For $10 Texas will provide a 10 day tag to allow legal transit to your state of eventual registration. Sellers don't owe you anything more than the vehicle andclear title!
