Here's a generic answer. Probably not. Not all places require a driver's license to buy, register, and/or insure a vehicle. But, either way, no one forced the driver to get in it and have an accident. In my state, you have to own a vehicle that is legal, just to get a driver's license. There are some exceptions, perhaps you have a company issued vehicle. In which case, there is a form for that.
